Paypal checkout not working

I’m getting a “paypal not defined” error on this page - Protected: WaterFire Artist Vendor Payment Form - WaterFire Providence

I don’t think is a caching as I’ve cleared the cache and it also doesn’t work when logged in.

In the JS console this script is failing to load.
