Trying to setup Paypal sandbox account

I am trying to setup a Paypal sandbox account. I am using the guide on the gravity form website and I am at the section to login to Paypal Manager. When I try and login with my Paypal account, it goes back to the login page with the error “Error: This feature is currently not available for your account. We are working to bring this feature to you soon.” Does anyone know how to continue setting this up?
