Strange issues with save and continue later function

I have a multi step form. When a user fills out the form and elects to save and finish later, they are not able to submit when they come back and reach the end of the form.

When a user goes through the form without saving and continuing later, everything including the submission works fine.

I have spent a long time trying to figure out the problem. I unticked the option for save and continue later but it’s still showing up on the footer of my form. This seems all related.

Any clue as to why I am having these issues?
