Just wondering if there’s a way to create and edit forms offline and importing afterward.

You could edit or create the raw JSON file, in the exact format required, then import that. But that would not be very user friendly, and would be prone to error. I’d recommend a local development environment like Local by Flywheel. https://local.getflywheel.com/
Create and edit the form there, then export it locally, and import into the online site.
