my gf form got 700+ spam emails. I stopped them by using capcha verification on my site, but later notices that I am not getting notification - it shows “WordPress was unable to send the notification email. Could not instantiate mail function.”

Your web host has most likely blocked your site’s ability to send email because of the recent high volume. If you contact them, let them know you’ve taken steps to prevent further abuse, they might reinstate the ability to send email.
Another solution is to install an SMTP or transactional email service plugin, and then use an SMTP account or transactional email service API to send the emails instead. See the following section of the documentation:
