Editor cannot access Field Settings

We have Gravity Forms 2.6.1, WordPress 5.9.2

Logging in as an Editor, I cannot access the “Field Settings” tab in the Form Editor.

I don’t know if it is related or not, but I get the following warning message when logged in as an Editor:
Warning: Undefinded array key “permission” in /nas/content/live/digmkt/wp-content/plugins/gravityforms/gravityforms.php on line 1769

Neither issue appears when I log in as an Administrator.
