The conditional logic works perfectly, but only if I’m logged into the dashboard. It doesn’t work otherwise. I can’t seem to figure this out and can’t find any other posts that address this. Any advice is appreciated.

Can you show us how you have the Advanced settings for that field configured ?

If conditional logic works when logged in, but not for non-logged in users, the issue is probably caching. Administrator visits are typically not cached, which would explain why it works when logged in, not does not work for non-logged in users. Disable any caching plugins or server side caching and test again.
