Strange success message when form fails to submit

I have a form which has the Default Confirmation set to say Thanks {first name}. That works fine.
BUT sometimes the form has failed to submit during development. Mainly when submitting it repeatedly and quickly and probably having browser cache issues. When that happens it does not say error. It says “Thanks for contacting us! We will get in touch with you shortly.” which is what a default confirmation is out of the box before I change it.
Shouldn’t the form tell the user it failed to submit?
To test it wasn’t code or options in my form, I made a very simple form with 1 email field. Submitted it repeatedly quickly, failed after only 5 times. It gave that same message
