Notifications "Send To" to be able to send to other fields besides only Email

I am trying to send an email in notifications from a field other than the Email Field. When I select “send to” in the notification settings, only the email field shows up. I am using Gravity Wiz’s Round Robin Email code and they require the send to in notifications to be able to select a drop-down field. Is there a way to enable this in Gravity Forms. Gravity Wiz’s setup for notifications show selecting a drop-down field, so this function must have worked in the past as of 2020. Maybe changes were made in Gravity Forms that prevent other fields being selected to “send to”. Any Ideas?

Use the “Enter Email” choice and in the “Send To Email” text input enter the field merge tag in the format {label:id} e.g. {something:1}
