Not seeing Submit button with PayPal Checkout

I’m using PayPal checkout v2.4. When you click on the product, it pulls up the PayPal and Venmo buttons but the submit button goes away. With the Venmo option, you only get to take a picture of a QR code and then exit the popup. still no submit button.

How does a person finish submitting the form if the submit button is gone?
