I tried to open a support ticket but cannot because of the system report requirement. I have no system reports because it will not install.

I don’t have FTP access because it’s an agency that has that.
Hello. Without FTP access and with this limitation on the max upload size in the php.ini, you are going to limited in what you can install. Do you have access to the web server control panel where they might have a file manager you could use? Can you ask the host or the agency to install it for you? Do you have shell access where you could install it like that?
