How replace "hour" and "minutes" box with each other

Hi
I want to replace"hour" and “minutes” box (in TIME field) with each other in front-end.
In other word, current situation is “HOUR : MINUTE”. But I want it this way: “MINUTE : HOUR”.
I tried costum css for “RTL direction” but this code changed the position of field.
How can I do this?
