How do you know where to place code? [RESOLVED]

Good morning, hoping for some guide please. There seems to be 3 places where code could be put:
1). Snippets plug-in, functions.php, the codes that are accepted seem to start: add_filter.
2). Form settings, Customer Javascript, the codes that are accepted seem to start: gform.addFilter.
3). Built-in CSS editor, additional CSS, the codes that are accepted seem to start: gform_wrapper .instruction {.

Not being skilled in trying to improve function and to suit our needs, it’s been trial and error. For example snippets doesn’t seem to like any code including a form id=“1”, or whatever the number is. Would like to know where to put code, rather than guesswork.
