The setting is disabled if files have already been uploaded to the form’s existing entries. If you can delete the existing entries, the setting will become editable again. Another option would be to set the field to administrative, and then add a new field for the new submissions.
Out of the box, Gravity Forms doesn’t limit how many files can be uploaded. With the multi file feature enabled, you can configure a limit on the field. That said, the PHP configuration on the server hosting your site will impose its own limits on the uploads, that’s something you’ll need to check with your web host.
