Would license expiring stop hooks from working?

I have recently redesigned my website.

I had a form that uses several hooks in functions.php that worked fine. When using the exact same form and hooks on my redesigned site the hooks have stopped working.

Would having an expired license stop hooks from working?

The only other thing I can think of is that my functions.php file is slightly different and maybe some other code in there is stopping the gform hooks from working.

I have even made a gform demo account and set up the same form and hooks on the sandbox and it works fine there…

No, an expired license will not do that. If your plugins are out of date because they cannot be updated (due to invalid license) that could cause the problem, but the license expiration itself does not affect functionality.
