Would like to create a multi-page form that has save and continue - does this work on every page of the form? Would the save and continue link be present on every page?

Yes, the save and continue later link will be present on every page of a multi-page form.
As Chris just confirmed, the link you get from clicking the “Save and Continue” link will resume where you left off in the incomplete form at the page you clicked the SnC link.
JFYI - this feature leverages the “Forms / Entries” mechanism, which saves the submitted form data for as long as you have configured that form’s “Restrictions” settings.
If you have a use-case for preserving form data, and even sharing values across multiple forms, there are some other options.
