How to set compact view and form ID display settings to default?

There are no global settings (or filters) currently for the compact view; it must be enabled at the individual form level.
You can suggest this feature to our product team for consideration when planning future releases on the roadmap page.
Enhancements included in the Gravity Hopper plugin do also include a feature which allows persisting the form editor view state across all forms of your site.
