We have created an extension for our plugin (Advanced Conditional Logic) that allows you to compare one form field to another!
Using Advanced Conditional Logic with the Field Comparison extension would allow you to only show the submit button if the number of shirts is equal to the number of participants.
The screenshot below shows the extra operators provided by the Field Comparison extension:

okay, so I have buy the Advanced conditional logic plugin first, and then proceed on buying the ACL Field Comparison Extension.

Yes that is correct, the Field Comparison Extension also requires the main Advanced Conditional Logic plugin in order to function.
