User Registration - Not able to override activate template

The activation page for the GravityFormsUserRegistration plugin (includes / activate.php) includes the following:

get_header();
get_footer();

It seems to work the same way as a default theme template.

The problem we have is that there does not seem to be any way to override the “layout”, e.g. change the footer or add containing elements to match / integrate with the theme.

Is there a way we can change this “template” or override the default code?
