I’m looking for a solution to send the images and not their link when submitting the form through the Webhooks Add-On module.
A hook is necessary but I am not able to do it.

The Outgoing Webhook of Gravity Flow is similar in concept to Gravity Forms Webhook feed. Example #7 using Gravity Flow’s gravityflow_webhook_args shows exactly how to do it for a single file including base 64 encoding.
Similar, yet different 
With Gravity Flow’s webhook, if the API you are sending the request to provides any important data in response, you can define response mapping into fields of the form entry without code.
