I find myself often in situations where I need to provide a copy of a live site for testing for plugin devs and other situations, but hesitate often because I don’t want to include all of the GF entries and PII in the live db.
Are there any tools available and/or do you have thoughts on how to support a workflow that can export db + site files without the GF entries?

You may try the User Role Editor plugin to restrict access to Gravity Forms entries for specific users. Even if the entries exist on the staging or live site, those users won’t be able to access them.
